Repeat Party House Violations / Increase Fines and Penalties / Options
Council File 12-1824-S3
Brief
Councilmember Katy Yaroslavsky moved to increase fines and penalties for properties with repeat violations of party house ordinances. The motion, seconded by Blumenfield, Park, and Raman, directs the City to strengthen enforcement tools against chronic nuisance party locations. It passed the Public Safety and Planning committees before full Council adoption on April 29, 2026, with a 13-0-2 vote.
Full summary
This motion, introduced by Katy Yaroslavsky in November 2025, directs the City Administrative Officer — with help from the City Attorney, LAPD, the Department of Building and Safety, the Office of Finance, and the Department of City Planning — to study and report back on options for significantly toughening penalties against repeat party house violators. Rather than simply raising flat fines, the motion envisions a more sophisticated and punitive enforcement framework targeting properties that function as de facto commercial event venues in residential zones. The proposed options include four main tracks. First, an updated fine structure that scales penalties based on the assessed market value of the property, the severity and commercial nature of the violation, its land use designation and location, and how many times the property has been cited. Second, penalties that could strip a property of its ability to host gatherings at all — including coordinating with the Department of Water and Power to cut or restrict utility service and having Building and Safety physically secure the property when there is evidence of chronic, unpermitted commercial use in a residential zone. Third, a formal administrative process to determine whether a residential property is being operated as a revenue-generating venue. Fourth, a cost recovery mechanism so the city can recoup expenses — including LAPD and LADBS overtime — through tools such as placing a lien on the offending property. The motion was referred to both the Public Safety Committee and the Planning and Land Use Management Committee. Public Safety approved it unanimously on March 11, 2026, and PLUM concurred unanimously on March 24, reflecting that the problem straddles both police response and land use enforcement. The full Council adopted the motion 13-0-2 on April 29, 2026. The Studio City Neighborhood Council submitted a Community Impact Statement after final adoption, signaling active neighborhood interest in the outcome. Because the Council's action instructs the CAO to report back on options rather than enacting new rules directly, this vote is the beginning of the policy process rather than the end. The substantive changes to the fine structure, utility disconnection procedures, and lien mechanisms will depend on what the CAO and partner departments recommend in their forthcoming report.
