The Los Angeles International Airport Signage Supplemental Use District ordinance was initiated by the Los Angeles City Planning Commission in October 2013 to create specialized signage regulations for LAX. The ordinance establishes a supplemental use district under Section 13.11 of the Los Angeles Municipal Code, setting specific standards for signs across a large footprint of airport properties including addresses along Century Boulevard, World Way, Sepulveda Boulevard, Imperial Highway, Lincoln Boulevard, and several other roads within and around the airport campus. The City Attorney issued a legal report in December 2014 analyzing the proposed ordinance and its consistency with the Municipal Code. That report was referred to the Planning and Land Use Management Committee, where the item underwent multiple continuances and hearings between January and April 2015 before being submitted to the full Council without a formal committee recommendation. Councilmember Mike Bonin, whose 11th District includes LAX, moved adoption of the ordinance on June 17, 2015, seconded by Councilmember Jose Huizar. The motion also directed Council to adopt the Los Angeles City Planning Commission's findings, including environmental findings, and to certify the Environmental Impact Report (ENV-2011-1965-EIR) for the sign district. Council approved the ordinance 12-0-3, and it became effective July 30, 2015. In early 2026, the file was reopened when the Planning Commission submitted a report proposing amendments to the LAX Sign District for the same network of airport properties. The Planning and Land Use Management Committee considered the amendment at its May 12, 2026 meeting and voted unanimously to approve it, finding that a February 2026 addendum to the original EIR was sufficient under CEQA and that no new environmental review was required. The committee also recommended that the City Attorney prepare a new draft ordinance codifying the amendments. The item was scheduled for full Council consideration on May 22, 2026, where final action is pending.
