Full summary

The Home-Sharing Ordinance represents Los Angeles's regulatory framework for short-term rental activity within the city. When Council adopted the implementation package on April 16, 2019, it went beyond the Budget and Finance Committee's baseline recommendations by adopting several additional directives, introduced by Councilmember Herb Wesson and seconded by Councilmember Paul Krekorian. The Council directed the Planning Department to demonstrate the registration and monitoring system to Council before full program launch, to present a phased enrollment plan for the estimated 30,000 hosts, and to develop robust public education campaigns aimed at both residents and hosting platforms. Separately, Councilmember Krekorian moved to amend the trust fund recommendation so that all registration and per-night fees would be deposited into a Short-Term Rental Enforcement Trust Fund, with proceeds used exclusively for administering, implementing, and enforcing the home-sharing program, including staffing and third-party consultants. The City Attorney was directed to draft the necessary ordinance, which ultimately became Ordinance 186197. The ordinance took effect on July 28, 2019. In 2020, the file expanded to address per-night fee cost recovery. The City Administrative Officer and Department of City Planning jointly recommended establishing a per-night fee on home-sharing activity to offset ongoing regulatory costs. The Planning and Land Use Management Committee approved the approach in October 2020, and on November 10, 2020, Councilmembers Marqueece Harris-Dawson and Joe Buscaino moved to adopt the City Administrative Officer's report and accompanying resolution establishing the fee. Council approved it 14-0-1. As of May 2026, the Department of City Planning submitted a new document that was referred to the Planning and Land Use Management Committee, suggesting either routine program administration updates or potential amendments to the ordinance.
