Full summary
The Home-Sharing Ordinance represents Los Angeles's regulatory framework for short-term rental activity within the city. The Department of City Planning spearheaded implementation beginning in early 2019, requesting budget authority to staff a dedicated Home-Sharing Unit and establish enforcement mechanisms for an estimated pool of roughly 30,000 potential hosts. When Council adopted the implementation package on April 16, 2019, it went beyond the Budget and Finance Committee's baseline recommendations by adopting several additional directives, introduced by Councilmember Herb Wesson and seconded by Councilmember Paul Krekorian. The City Administrative Officer and Department of City Planning jointly recommended establishing a per-night fee on home-sharing activity to offset ongoing regulatory costs. The Planning and Land Use Management Committee approved the approach in October 2020, and on November 10, 2020, Councilmembers Marqueece Harris-Dawson and Joe Buscaino moved to adopt the City Administrative Officer's report and accompanying resolution establishing the fee.
