Full summary
Under the Games Agreement between the City of Los Angeles and LA28, the organizing committee was required to develop and implement a Human Rights Strategy by December 31, 2025. LA28 finalized that strategy on December 19, 2025, developing it in consultation with government officials, international organizations, NGOs, labor unions, advocacy groups, and community members. The strategy was formally submitted to the City Clerk on April 7, 2026, and referred to the Ad Hoc Committee on the 2028 Olympic and Paralympic Games. The Human Rights Strategy identifies eight priority areas where the 2028 Games could produce adverse human rights impacts: human trafficking, labor rights, accessibility, unhoused communities, civil rights and voice, public safety, safeguarding of athletes, and protection of LA28 staff and volunteers. For each area, the strategy outlines mitigation measures and redress mechanisms — processes for reporting and resolving grievances. Specific commitments include operating an anonymous reporting hotline and website for Games-related concerns, coordinating with local officials and service providers to support homeless populations affected by the Games, training staff and volunteers on safeguarding and misconduct reporting, and continuously monitoring human rights risks before, during, and after the Games. Notably, the strategy does not identify dedicated funding to support or advance these protections. It relies instead on existing resources, programs, and laws enforced by federal, state, and City agencies. The City Administrative Officer and Chief Legislative Analyst, in their May 14, 2026 joint report, recommend that the Council simply note and file the strategy, characterizing it as submitted for informational purposes only with no fiscal impact. The Ad Hoc Committee first took up the proposal on April 14, 2026, but continued it without a set date. After the joint CAO-CLA report was issued, the committee scheduled a second hearing for May 18, then again continued the item to a date to be determined. The file remains pending in committee with no imminent Council vote scheduled, and carries an expiration date of May 18, 2028.
