Proposition HHH Permanent Supportive Housing Loan Program / 2018-19 Project Expenditure Plan

Council File 17-0090-S6

Administrative — this is the yearly funding mechanism for LA's $1.2 billion Prop HHH housing program. The Council regularly approves spending plans and shifts money between projects as costs change; the most recent adjustment freed up $3.8 million from stalled navigation centers for reallocation.

Brief

This file, initiated by the City Administrative Officer and moved by Councilmember Marqueece Harris-Dawson, tracks the fiscal year expenditure plans and fund reprogramming for Proposition HHH, the voter-approved affordable housing measure. The Council adopted the 2023-24 expenditure plan on May 31, 2023 (13-0-2), and the Mayor approved it. The file remains open and is currently referred to the Homelessness and Health Committee for ongoing program oversight and implementation monitoring.

Full summary

Proposition HHH, approved by Los Angeles voters in 2016, established a permanent supportive housing loan program funded by a $1.2 billion bond measure. This Council file serves as the recurring mechanism for adopting annual expenditure plans and authorizing fund reprogramming across the program's two main components: the Permanent Supportive Housing Loan Program and the Facilities Program. The Proposition HHH Administrative Oversight Committee, which includes Citizens Oversight Committee representatives, issues reports recommending allocations and adjustments, which then move through committee to full Council for adoption. The most recent substantive action, in May 2023, directed the City Administrative Officer to disencumber $3,810,670 in unspent General Obligation Bond funds from four stalled Facilities Program projects: the CD8 Navigation Center, the Navigation Center at San Pedro Harbor Police Station, the Sherman Way Navigation Center, and the Women's Bridge Housing project. Those freed-up dollars were authorized for reallocation to the Permanent Supportive Housing Loan Program or other approved expenditures, with no impact to the General Fund. The Housing and Homelessness Committee approved this reprogramming on May 17, 2023, and the full Council adopted it 13-0-2 on May 31, 2023. Earlier iterations of the file illustrate a recurring pattern of cost overruns and budget adjustments. In 2019, the Council adopted amendments to address increased costs for four city-sponsored Facilities Program projects, raising the total FY 2018-19 expenditure plan to $48.2 million. One project, the Navigation Center at San Pedro Harbor Police Station in Council District 15, was held back from that round pending further budget review. In February 2020, Councilmember Joe Buscaino moved to amend the plan to add $1,165,500 for that project, bringing its total cost to $5,315,500, with the increase attributed largely to underestimated General Services Department labor costs. The Council adopted that amendment in March 2020. The file remains open, currently referred to the Homelessness and Health Committee following a September 2026 motion by Councilmember Harris-Dawson, and expires in September 2028. It functions as a long-running administrative and oversight instrument rather than a discrete policy proposal, formalizing annual spending decisions within the voter-approved Proposition HHH mandate and providing a public record of how bond funds are allocated and adjusted over time.
