Proposition HHH, approved by Los Angeles voters in 2016, established a permanent supportive housing loan program funded by a $1.2 billion bond measure. This Council file serves as the recurring mechanism for adopting annual expenditure plans and authorizing fund reprogramming across the program's two main components: the Permanent Supportive Housing Loan Program and the Facilities Program. The Proposition HHH Administrative Oversight Committee, which includes Citizens Oversight Committee representatives, issues reports recommending allocations and adjustments, which then move through committee to full Council for adoption. The most recent substantive action, in May 2023, directed the City Administrative Officer to disencumber $3,810,670 in unspent General Obligation Bond funds from four stalled Facilities Program projects: the CD8 Navigation Center, the Navigation Center at San Pedro Harbor Police Station, the Sherman Way Navigation Center, and the Women's Bridge Housing project.
