Full summary

The BlueLA EV carshare program launched in 2018 as a CARB-funded pilot serving disadvantaged communities, with BlueLA Carsharing LLC operating a network of 40 stations, 200 EV charging points, and 100 electric vehicles across neighborhoods including South LA, Boyle Heights, and East Hollywood. The program was always intended to end: in September 2024, BlueLA notified the city it would not renew its contract beyond April 20, 2025. This third amendment, requested by LADOT General Manager Laura Rubio-Cornejo and transmitted to Council by the Mayor, is essentially the program's wind-down agreement. The amendment does three things. First, it transfers ownership of the physical charging station infrastructure — charger pedestals, underground conduit and wiring, meter pedestals, and kiosk structures — from BlueLA to LADOT at no cost. Under the original contract, the city would have owed BlueLA up to $1.8 million for the amortized cost of constructing those stations; BlueLA agreed to waive that payment in exchange for a full release from further obligations. Second, the amendment reimburses BlueLA $254,677.53 for work it completed: $185,700 for construction of a final charging station at Vermont Avenue and Exposition Boulevard, and $68,977.53 in operational expenses. Third, it extends the contract term by one year through April 20, 2026, or until all outstanding invoices are paid, to allow time to complete the transfer and reimbursement. All funding comes from California Air Resources Board grants routed through the city's Transportation Grant Fund, with no General Fund impact. The amendment also sets out specific decommissioning obligations for BlueLA: the company must remove EV chargers from pedestals, de-energize meters, and pay off outstanding DWP account balances within 30 to 60 days of execution. The physical infrastructure — pedestals, conduit, kiosks — stays in place and becomes city property for future use. The file was transmitted to Council on June 24, 2026, and referred the following day to the Energy and Environment, Public Works, and Transportation committees.
