LA100 is Los Angeles's Strategic Long Term Resource Plan, a comprehensive roadmap for transitioning the Department of Water and Power to 100% carbon-free electricity by 2035. Introduced on March 31, 2021, by Councilmembers Paul Krekorian and Mitch O'Farrell, the motion built on a 2016 Council directive that had launched a partnership between LADWP and the U.S. Department of Energy's National Renewable Energy Lab. That partnership produced a rigorous technical study — conducted by nearly 100 NREL experts using high-powered supercomputers, with input from more than 100 stakeholder advisors representing roughly 50 organizations — that assessed the feasibility, cost, reliability, equity, and health implications of multiple pathways to a fully clean grid. The motion directs LADWP to produce a Strategic Long Term Resource Plan centered on so-called 'no regrets' investments common to all viable clean-energy scenarios: substantial new transmission and storage capacity, expanded rooftop solar and distributed generation programs, stronger energy efficiency programs prioritizing low-income customers, and rate structures that encourage building and transportation electrification. Critically, the motion requires the plan to prioritize environmental justice communities — defined as those scoring at or above the 80th percentile on CalEnviroScreen — and explicitly prohibits increasing emissions at facilities in those communities, singling out the Valley Generating Station by name. It also instructed the Chief Legislative Analyst to identify shovel-ready projects that could capture federal and state funding. The Council adopted the framework in September 2021 and put in place a bi-annual reporting requirement to track LADWP's progress. LADWP has submitted report cards on a regular basis since then, with updates reviewed by the Energy and Environment Committee.
