Full summary

In June 2022, the Board of Airport Commissioners submitted a report (Board Resolution No. 27477) requesting authorization for Los Angeles World Airports to execute a lease agreement with Swissport Cargo Services, LP for cargo handling operations at 5781 West Imperial Highway within the LAX complex. The Trade, Travel, and Tourism Committee approved the item on June 14, 2022, and the full City Council unanimously adopted it on June 24, 2022 by a vote of 12-0-3. Nearly four years later, the Board of Airport Commissioners returned to the Council with a new lease arrangement. At its August 27, 2026 meeting, the Board adopted Resolution No. 28433 authorizing LAWA's Chief Executive Officer to execute a new one-year lease with Swissport Cargo Services, LP at the same 5781 West Imperial Highway location, this time with a one-year extension option. The Board transmitted the matter to the Council on August 31, 2026, noting no impact to the General Fund and asserting the action is exempt from CEQA review under the Los Angeles City CEQA Guidelines. The Council is asked to concur with the Board's CEQA exemption determination, approve the one-year lease and associated building rental rate, and ratify the Board's authorization for the LAWA CEO to execute the agreement. The Board's submission was referred to the Trade, Travel, and Tourism Committee on September 3, 2026, and the Committee scheduled the item for its September 11, 2026 meeting.
