Full summary

This motion addresses the chronic problem of street racing and intersection takeovers in Los Angeles by directing a comprehensive, multi-agency response. The original motion asked LAPD to establish a Street Racing Task Force, conduct data analysis to identify locations with continuous street racing and takeover issues, and coordinate enforcement. The Department of Transportation was directed to develop a multi-year street design work plan focused on slow streets infrastructure modifications intended to deter racing activity, paired with a funding strategy. The City Administrative Officer was tasked with supporting that planning and funding effort. That follow-up motion calls for five specific deliverables: an updated list of the top 50 problem locations by LAPD Bureau using 2024-2026 data; an assessment of the city's current operational capacity to treat those locations, including staffing, equipment, and cross-jurisdictional coordination needs; a progress report on locations previously identified, including which have been treated and at what cost; identification of available city, state, federal, and other funding sources including grants; and departmental recommendations on prioritization, a funding strategy, and estimated resources to treat all identified locations. The Public Safety Committee adopted that September 2026 motion on September 15, 2026, and formally noted and filed both the LADOT report from October 2025 and the LAPD report from February 2024.
