Introduced by Councilmember Katy Yaroslavsky and seconded by Paul Krekorian in December 2022, this motion directed the City Planning Department to study and ultimately embed a Climate Action and Adaptation Plan into Los Angeles's General Plan — the first time the city would codify climate policy at that level. The motion argued that while Los Angeles has produced climate plans since 2001 and Mayor Garcetti's Green New Deal established ambitious goals, none of those plans had been written into the General Plan, meaning they lacked legal enforceability and could be undone by future administrations. Embedding the plan in the General Plan would also make the city eligible for streamlined CEQA review and state grant priority.
