Introduced by Councilmember Katy Yaroslavsky and seconded by Paul Krekorian in December 2022, this motion directed the City Planning Department to study and ultimately embed a Climate Action and Adaptation Plan into Los Angeles's General Plan — the first time the city would codify climate policy at that level. The motion argued that while Los Angeles has produced climate plans since 2001 and Mayor Garcetti's Green New Deal established ambitious goals, none of those plans had been written into the General Plan, meaning they lacked legal enforceability and could be undone by future administrations. Embedding the plan in the General Plan would also make the city eligible for streamlined CEQA review and state grant priority. The motion's preamble emphasized environmental justice concerns, citing county public health data showing one in four Black children in Los Angeles has asthma — more than triple the rate in white children — and a county Climate Vulnerability Assessment finding that Hispanic and Latinx residents, who make up half the county's population, account for 67 percent of people living in communities most vulnerable to extreme heat, the majority of which are within city limits. The Planning and Land Use Management Committee approved the matter as amended in October 2023 and again in April 2024, recommending that the CAO be instructed to identify that funding. The full Council adopted the amended plan on April 26, 2024, by a 10-0 vote with five members absent, and the action became final on April 30, 2024.
