Full summary

In April 2025, the City Administrative Officer and LADOT jointly submitted a report recommending an independent evaluation of the Vision Zero Program and revision of LADOT's Vision Zero Evaluation and Safety Plan. Vision Zero is the city's comprehensive initiative to eliminate traffic deaths and severe injuries through infrastructure improvements, enforcement, and data-driven safety analysis. The file was referred to three committees: Transportation, Public Safety, and Budget and Finance. Between June and August 2025, the Transportation Committee held the item for discussion, ultimately approving it as amended on August 13, 2025. Public Safety Committee approved the item on November 12, 2025, and Budget and Finance Committee concurred with Transportation's amended version on December 2, 2025. Multiple neighborhood councils—Rampart Village, Los Feliz, and West LA-Sawtelle—submitted community impact statements. On December 5, 2025, the full Council voted 12-0-3 to adopt the measure, which became final on December 22, 2025 after the Mayor did not act within the required period. As part of adoption, the Council directed the City Attorney to do two things: draft an ordinance amending the Municipal Code to implement state law, and report back with additional pedestrian safety legislation ideas. On the first task, the City Attorney reports that a draft ordinance implementing California Assembly Bill 413—the Daylighting to Save Lives Bill, which bans vehicles from stopping or parking within 20 feet of a crosswalk approach—has already been prepared and transmitted, and is ready for Council to agendize for consideration under a separate file (CF 25-0661). On the second task, the City Attorney is waiting on a California Highway Patrol study mandated by Assembly Bill 2147 that will inform further pedestrian safety recommendations; that CHP report is not expected until 2028, and the City Attorney's office will report back after its release. The file remains open and active, with the City Attorney's August 2026 status report and a June 2026 Board of Police Commissioners document both referred to the three standing committees for continued oversight of implementation.
