Pacific Avenue / 110 Freeway / 22nd Street / San Pedro / Jobs and Economic Development Incentive (JEDI) Zone
Council File 23-0957-S1
Under review — the city approved expanding an economic-incentive zone in San Pedro last year, but a follow-up report on how to implement it has been sitting with the Economic Development Committee since August and needs their sign-off before moving forward.
Brief
Councilmember Tim McOsker moved to establish a Jobs and Economic Development Incentive (JEDI) Zone covering Pacific Avenue, 110 Freeway, 22nd Street, and surrounding areas in San Pedro. The zone provides tax and regulatory incentives to encourage business investment and employment in the district. Council adopted the motion 12-0-3 on October 22, 2025. A Community Impact Statement from the Coastal San Pedro Neighborhood Council was submitted in November 2025, and the Community Investment Department submitted a follow-up document in July 2026 now pending committee review.
Full summary
Councilmember Tim McOsker introduced this motion to expand an existing JEDI Zone in San Pedro by extending its boundaries to include the commercial corridor bounded by the 110 Freeway to the north and 22nd Street to the south along Pacific Avenue. This was a follow-on action to a March 2025 Council approval that had already established the Pacific Avenue Corridor JEDI Zone in Council District 15, bounded by First Street to the north and Fourteenth Street to the south. The motion directed the Economic and Workforce Development Department to evaluate whether that zone should be enlarged to capture the additional corridor and report back with findings and recommendations. JEDI Zones are designated areas where local economic incentives are made available to existing businesses and to attract new businesses and industries, with the goal of increasing economic development in historically underinvested communities. San Pedro qualifies on two key criteria: it sits within a federal Opportunity Zone and is designated as a Comprehensive Economic Development Strategy Focus Area. McOsker argued that the commercial corridor near the 110 Freeway and 22nd Street similarly needs economic revitalization and would benefit from access to the same incentive tools, particularly given the long-term investment opportunities tied to existing development projects in the area. The motion was referred to the Economic Development and Jobs Committee on October 7, 2025. The committee waived formal consideration on October 17, and the City Clerk scheduled the item for a full Council vote. On October 22, 2025, the Council adopted the motion 12-0-3. The Coastal San Pedro Neighborhood Council submitted a Community Impact Statement in November 2025. The Community Investment Department then submitted a follow-up report dated July 30, 2026, which was referred to the Economic Development and Jobs Committee in August 2026, where it currently remains pending. The file expires in August 2028.
