Full summary

This file concerns the Third Supplemental Agreement to the existing contract between the City of Los Angeles and Standard Insurance Company, which provides short-term and long-term disability insurance to civilian city employees through the LAwell Civilian Benefits Program. The amendment extends the contract term by three years, from its previous end date of December 31, 2024, through December 31, 2027, resulting in a total 10-year contract running from January 1, 2018. Premium rates for employees remain unchanged from the original agreement throughout the full extended term. The Personnel Department, acting on direction from the Joint Labor Management Benefits Committee (JLMBC), requested the extension after two previous failed attempts to transition to a new provider. The prior contract expired at the end of 2024 while the city was mid-negotiation with MetLife, the winning bidder from a 2024 competitive solicitation. MetLife could not successfully file with the California Department of Insurance to administer the plan in the same manner as Standard Insurance, and after months of uncertainty the JLMBC recommended canceling the solicitation entirely.
