The committee amended Recommendation No. 38 of the CAO report to authorize the Mayor's Office to negotiate a contract with Pacific Secured Equities, Inc. (doing business as Intercare Insurance Services, Inc.) for third-party administrator duties at an amount not to exceed $250,000 for up to 24 months. The CAO noted no General Fund impact, as all recommended actions draw on previously budgeted General Fund savings, Measure A Local Solutions Fund dollars, and HHAP program funds. The Housing and Homelessness Committee began its review on April 10 but lost quorum and continued to April 15, when it approved the report as amended on a 4-0 vote with one member absent. Budget and Finance waived consideration, and the full Council adopted the package on April 29, 2026, by a vote of 10-1-4. The file was transmitted to the Mayor on May 1 and finalized on May 8.
