This file authorizes the Department of General Services to negotiate and execute a no-cost lease agreement with Hope the Mission to operate two adjacent interim housing sites on city-owned property at 7700-7724-7798 Van Nuys Boulevard in Van Nuys (Council District 2). The agreement consolidates operations at an existing A Bridge Home facility and a newly constructed Tiny Home Village into a single lease covering both sites. The existing A Bridge Home site at 7700 Van Nuys has been operated by Hope the Mission since 2020 and includes approximately 100 beds. Its prior lease expired and has been running in holdover status. The new Tiny Home Village at 7724-7798 Van Nuys is being built within the surface parking lot of the Van Nuys Metrolink Station, covering roughly 25,780 square feet. It adds approximately 100 beds across 50 pallet units, including 5 ADA-accessible units, along with hygiene facilities, administrative structures, staff parking, an outdoor seating area, lockers, storage, perimeter fencing, and a pet relief area. Construction was managed by the Bureau of Engineering and was anticipated to be complete by the end of April 2026. Because the land is city-owned, no lease payments are involved, making this a no-cost agreement. Funding for supportive services at the sites has been allocated through the city's annual homelessness funding process. The FY 2025-26 Annual Homelessness Funding report directed $3,248,500 to the A Bridge Home site, and the FY 2025-26 Third Homelessness Funding report directed an additional $542,900 to the Tiny Home Village, both through June 30, 2026. Funding for FY 2026-27 is to be addressed in a future City Administrative Officer report. Separately, GSD and the CAO are finalizing a memorandum of understanding with the Los Angeles Department of Transportation governing the city's use of the Metrolink parking lot, which must be executed before the lease with Hope the Mission is signed. The Government Operations Committee voted 3-0 (Padilla, Lee, and Jurado all in favor) on May 19, 2026, to recommend Council approval. The file is time-limited, with a deadline for Council action of July 1, 2026, and is now awaiting a full Council vote to become official.
