Full summary

This file authorizes the Department of General Services to negotiate and execute a no-cost lease with Hope the Mission to operate an interim housing site at 8358 San Fernando Road in Sun Valley (Council District 6), also addressed as 11080 Olinda Street. The site is built on LADOT-owned property within the existing Sun Valley Metrolink Station, and roughly half of the 108,871-square-foot parcel is being developed for housing while the remainder continues to function as a Park and Ride, retaining 82 standard and 8 ADA-accessible parking spaces. Because the City owns the site, no lease payments are involved. The facility is a tiny home village with a total capacity of approximately 208 beds. It includes 122 sleeping units, an administrative structure with offices and conference rooms, a hygiene building with five restrooms and five showers (each with one ADA-accessible unit), and laundry facilities. Site plans evolved since the original August 2024 approval: an initially proposed large sleeping membrane structure was replaced with 38 pallet units, three administration units, and one community structure. A memorandum of understanding between GSD, the City Administrative Officer, and LADOT is still being finalized and must be executed before the lease with Hope the Mission can take effect. The project has been in development since August 22, 2024, when the Mayor and Council first approved construction, leasing, and operation of the site. Funding for supportive services was addressed separately: the FY 2025-26 Third Homelessness Funding Report, approved in March 2026, allocated $1,684,592 for services at this site through June 30, 2026, with FY 2026-27 funding to be addressed in a future CAO report. Construction was directed by the Bureau of Engineering and was anticipated to be complete by the end of April 2026. The Government Operations Committee voted 3-0 (Padilla, Lee, and Jurado all in favor) on May 19, 2026 to recommend Council approval. The file is now awaiting a full Council vote, with a deadline for Council action of July 1, 2026.
