The Los Angeles Housing Department is seeking City Council authority to execute subrecipient agreements and disburse $5.84 million in federal Community Project Funding across four permanent supportive housing properties in Council Districts 3, 6, 13, and 14. The funds come from earmarks in the Consolidated Appropriations Act, 2024, administered through HUD. The City executed grant agreements with HUD between May and July 2025, but federal rules require the City to enter formal subrecipient agreements with the legal property owners before any funds can flow to the sites. Each of the four projects has distinct renovation needs. Saticoy Gardens, a twenty-year-old property operated by LA Family Housing Corporation, will receive $500,000 for perimeter fencing, plumbing repairs, laundry room ventilation, security cameras, and roof replacement. The Prentice Permanent Supportive Housing, operated by Single Room Occupancy Housing Corporation, will receive $1.84 million to renovate all 46 SRO units, including kitchens, bathrooms, flooring, lighting, roofing, and full ADA upgrades. Gower Street Apartments, a 55-unit building that has not undergone major rehabilitation since 1997 and houses formerly homeless individuals living with mental illness, will receive the largest share at $3 million for elevator modernization, roof replacement, energy-efficient windows, and unit and common area upgrades. Alabama Court, another LA Family Housing Corporation property, will receive $500,000 for plumbing, gas safety systems, security, and access control improvements. LAHD notes there is no impact to the City's General Fund, as the CPF grants are the sole funding source for all four projects.
