Full summary
Councilmember Traci Park introduced this motion in December 2024 in direct response to library staff who appeared at an October 2024 Council meeting to describe ongoing verbal abuse, sexual harassment, physical violence, intimidation, and inadequate training at LA's 72 library branches. The motion cited an August 2020 report to the Board of Library Commissioners documenting more than 100 instances of sexual misconduct, nearly 200 incidents of assault or battery, nearly 300 criminal threats, and nine sexual assaults over a two-year period — underscoring that the problem long predated the pandemic. The motion directs the LAPD's Security Services Division and the Library Department to jointly report on immediate steps to enhance safety for library staff and patrons, covering enhanced security staffing, workplace violence prevention plans and training required under California's SB 533, capital improvements, better enforcement of library suspension orders, and faster law enforcement response times to calls for service. It also directs LAPD and the Fire Department to provide a breakdown of calls for service at library branches from 2017 through 2024 by call type and location. The Library Department is separately directed to report on incidents logged in its Online Incident Report System from 2021 to 2024, which branches have contract security or LAPD overtime details assigned, which branches have mental health service providers under a previously approved council action, and data on library suspensions including challenges to enforcing them. The motion moved through both the Arts, Parks, Libraries, and Community Enrichment Committee and the Public Safety Committee in amended form in February and March 2025, then was adopted by the full Council 12-0 on June 25, 2025, on a motion by Councilmembers John Lee and Tim McOsker to adopt the Public Safety Committee report. The file remains open. The Board of Police Commissioners submitted follow-up reports in February and May 2026, both referred back to the two standing committees for further review. The NoHo Neighborhood Council also submitted a community impact statement in May 2026. The continued committee activity suggests that implementation planning and departmental reporting are still in progress.
