The 2025 Palisades Fire destroyed nearly 500 mobilehome units, leaving displaced residents not only without homes but also unable to access their properties and uncertain whether parks would be rebuilt or the land repurposed for other uses. A further financial injury compounds the physical loss: standard insurance covers the mobilehome structure itself but not the leasehold value — the right to occupy space in the park — which can be substantial and is simply lost when a park closes or changes use after a disaster. SB 1093, authored by State Senator Allen, is designed to address these gaps through state law. The bill would require mobilehome park owners to provide residents with regular status updates after a disaster, establish rules governing resident access to their properties during recovery, and mandate a full financial and environmental analysis before a park owner can seek approval to change use, cease operations, or close the park. It would also allow residents to bring civil actions against park management that fails to meet these requirements. An earlier version of the bill would have required park owners to compensate displaced residents for lost leasehold value if they repurposed the land after a disaster, but that provision was removed during the legislative process.
