In February 2025, Councilmember Tim McOsker, seconded by Hugo Soto-Martinez, introduced a motion addressing public access investment priorities, leasing policy reform, and potential Charter amendments at the Port of Los Angeles. The Council voted to adopt the motion 14-0-1 on April 1, 2025, sending it through the Chief Legislative Analyst for deeper analysis. The CLA's report, submitted in February 2026, formed the basis for subsequent committee action. The Trade, Travel, and Tourism Committee approved an amended version of the item on April 14, 2026, with Councilmember McOsker moving the amendments and Councilmember Park seconding. The committee's recommendations, as amended, call for two distinct Charter amendments to be placed on the November 2026 ballot. The first would add a new Charter section creating a Port of Los Angeles Public Access Investment Plan (PAIP), requiring the Board of Harbor Commissioners to establish and maintain a plan for building and maintaining Los Angeles Waterfront public access projects developed through public input. The second would add a Charter section requiring a Workforce Impact Report (WIR) as a condition of approval for any Port lease, lease extension, lease amendment, or development requiring a Coastal Development Permit — and would prohibit public funds from being used to subsidize, accelerate, or advance automation that results in job loss or displacement. The committee also directed the CLA to report back on how the new Charter sections could be further amended through the Los Angeles Administrative Code via ordinance. Both neighborhood councils closest to the Port — Coastal San Pedro and Wilmington — submitted Community Impact Statements in support of the motion. Despite that community backing and committee approval, the file hit a procedural pause in May 2026 when the Rules, Elections and Intergovernmental Relations Committee, which must weigh in on any Charter amendment language, continued the matter to a date to be determined. No fiscal analysis from the City Administrative Officer or the CLA had been completed as of the committee's April 2026 action. The file remains pending in the Rules Committee as of May 2026. For the Charter amendments to reach the November 2026 ballot, the Rules Committee and full Council would need to act within the ballot qualification window. The file expires in May 2028 if no further action is taken.
