Full summary
Council File 25-0400 responds to the November 2024 passage of Measure A, a countywide half-cent sales tax projected to generate roughly $1.1 billion annually for homelessness services and affordable housing. Measure A replaces Measure H and creates a permanent regional funding stream with five goals: moving people from encampments into permanent housing, reducing homelessness among people with mental illness or substance use disorders, increasing permanent exits from homelessness, preventing new homelessness, and expanding the supply of affordable housing countywide. Tax collection began April 1, 2025. Under the Measure A framework, 60% of funds flow to LA County for comprehensive homelessness services, about 4.25% to the Los Angeles County Development Authority for housing production and accountability functions, and the remaining 35.75% to LACAHSA — a newly created regional body composed of County Supervisors, city elected officials, and nonprofit and community leaders. LACAHSA is charged with funding affordable housing construction and preservation, homeownership programs, tenant protections and eviction defense, and planning assistance to local jurisdictions. Councilmember Nithya Raman's motion, seconded by Councilmember Marqueece Harris-Dawson, directed the Los Angeles Housing Department — in coordination with the Chief Legislative Analyst and the Department of City Planning — to report within 30 days on existing City policies that position LA to successfully compete for LACAHSA funds, additional policy steps the City could take to maximize access, and how the City could influence the development of strong LACAHSA program guidelines before the agency's June 2025 adoption deadline.
