Council File 25-0400 responds to the November 2024 passage of Measure A, a countywide half-cent sales tax projected to generate roughly $1.1 billion annually for homelessness services and affordable housing. Measure A replaces Measure H and creates a permanent regional funding stream with five goals: moving people from encampments into permanent housing, reducing homelessness among people with mental illness or substance use disorders, increasing permanent exits from homelessness, preventing new homelessness, and expanding the supply of affordable housing countywide. Tax collection began April 1, 2025.
