Full summary

The Community Investment for Families Department submitted a proposal in July 2025 to merge four city departments into a single new agency called the Community Investment Department (CID). Under the plan, the Department of Aging, the Economic and Workforce Development Department, and the Youth Development Department would be dissolved, with all of their programs, services, and administrative responsibilities transferred to and consolidated within a renamed Community Investment for Families Department. The restructuring required sweeping changes to the Los Angeles Administrative Code and Municipal Code, including repealing four existing chapters entirely and amending dozens of individual sections, as well as changes to the Los Angeles Planning and Zoning Code. The consolidation is designed to unify under one department all city functions related to aging services, family support, youth development, and economic and workforce programs. The enabling ordinance, drafted by the City Attorney and dated April 17, 2026, formally changes the name of the Community Investment for Families Department to the Community Investment Department and transfers all duties and responsibilities of the dissolved departments to the CID, including the development and administration of all programs and required plans previously under their individual purviews. After the City Attorney issued the implementing ordinance in April 2026, the Civil Rights, Equity, Immigration, Aging, and Disability Committee approved it on May 1, 2026 — with members Rodriguez and Padilla voting no — and the Government Efficiency, Innovation, and Audits Committee concurred on May 15, 2026, with Rodriguez again dissenting. The Economic Development and Jobs Committee waived consideration. Council took up the ordinance on May 19, 2026, passing it 12-3, subject to the Mayor's approval.
