Brief

The Personnel Department introduced a citywide layoff management protocol in June 2025 to establish procedures for workforce reductions across city departments. The proposal has generated extensive input from multiple departments including Sanitation, Youth Development, Aging, and Civil Rights, along with a community impact statement from Sherman Oaks Neighborhood Council. The Personnel and Hiring Committee approved the measure as amended on June 12, 2026, but it remains pending final consideration in the Budget and Finance Committee.

Full summary

When the City Council adopted the 2025-26 budget, it eliminated a number of filled positions across city departments. Rather than immediately laying off the employees still occupying those positions, the Personnel Department and City Administrative Officer pursued a strategy to keep workers employed while seeking alternatives. The CAO issued substitute employment authorities in the city's Workday payroll system to provide a legal employment basis for affected workers, buying time for departments to find vacancies, promotions, or other transitions that could prevent actual layoffs. To fund those substitute authorities, the city negotiated Letters of Agreement with two labor groups: the Engineers and Architects Association and the Coalition of Los Angeles City Unions. Those agreements required workers to take unpaid holidays, with the resulting savings used to cover the cost of the substitute positions. All potential layoffs were held in abeyance under those agreements, which expire July 1, 2026. As of June 4, 2026, 70 employees remained in substitute authority positions pending resolution, spread across eight departments: the Police Department accounted for the largest share with 45 employees, followed by the Bureau of Sanitation (7), Information Technology Agency (8), Personnel Department (3), Civil Human Rights and Equity Department (2), Department on Disability (2), Department of Neighborhood Empowerment (2), and Youth Development Department (1). The Personnel and Hiring Committee reviewed ongoing status reports from the CAO and Personnel Department at nearly every meeting from June 2025 through June 2026, repeatedly continuing the item as the situation evolved. Multiple affected departments also submitted their own impact assessments during the fall of 2025. Sherman Oaks Neighborhood Council filed a community impact statement in support, contingent on amendments. On June 12, 2026, the committee voted 2-0 (with one member absent) to recommend that the full Council instruct the Personnel Department to cease layoff processing altogether, citing the 2026-27 adopted budget as providing sufficient vacancies and funding to place all remaining workers into authorized positions through attrition, promotions, and available openings. The CAO reports no fiscal impact from this recommendation, and the committee has moved to close out all prior reports on the file. The recommendation now goes to the full City Council for final action, which would officially end the yearlong layoff management process without any permanent separations.
