This file originated in June 2025 when Councilmember Monica Rodriguez raised concerns that the City had awarded no-bid emergency contracts to Hagerty Consulting and AECOM following the January 2025 wildfires without disclosing the scope of work, funding sources, or contractor assignments to the Council. Her motion directed the Chief Legislative Analyst, working with the City Administrative Officer and Emergency Management Department, to report back on both contracts' staffing, hours billed, payments made, scope of work, and delivery timelines. As the file evolved, the AECOM contract became the primary focus. In December 2025, the Council authorized the Bureau of Engineering to pay AECOM up to an initial $5 million for wildfire recovery services, including the preparation of three planning deliverables, with any further payments subject to Council approval.
