The Mayor submitted a Department of City Planning report recommending adoption of an update to the Wilmington-Harbor City Community Plan, which covers approximately 6,481 acres (about 10.2 square miles) in the far southern portion of the city near Los Angeles Harbor. The plan area is bordered by Harbor Gateway to the north, San Pedro and the Port of Los Angeles to the south, and the cities of Torrance, Lomita, Rancho Palos Verdes, Carson, and Long Beach on its western and eastern edges. Community plans are the foundational policy and zoning documents that guide land use, development intensity, and urban design in specific Los Angeles neighborhoods, and this update falls within Council District 15, represented by Councilmember McOsker. The plan update grew out of planning work initiated in 2018 (Case CPC-2018-6402-CPU) and included environmental review under the California Environmental Quality Act, with an Environmental Impact Report prepared under case ENV-2019-3379-EIR. The Los Angeles City Planning Commission completed its analysis and issued a formal recommendation on June 10, 2025. The Planning and Land Use Management Committee approved the item on August 26, 2025, and the full City Council adopted it on September 9, 2025, by a vote of 14-0-1, indicating broad consensus. The action became final on September 10, 2025. In September 2026, the Department of City Planning submitted a follow-up report, a supplemental report, and updated Zoning Code Maps to the Council file, all of which were transmitted by planner Ricardo Vazquez and referred back to the Planning and Land Use Management Committee.
