The Harbor Gateway Community Plan Update revises the land-use and policy framework governing the Harbor Gateway neighborhood in Council District 15, represented by Councilmember McOsker. The plan area covers roughly 3,229 acres — about 5.1 square miles — in the southern portion of Los Angeles. It is a narrow north-south corridor connecting the city's harbor communities of San Pedro, Wilmington, and Harbor City to the main body of the city, bordered by the cities of Gardena and Torrance to the west, Carson and unincorporated Los Angeles County to the east, and the South and Southeast Los Angeles community plan areas to the north at 120th Street. The underlying planning case (CPC-2018-6404-CPU) has been in development since 2018, and a full Environmental Impact Report (ENV-2019-3379-EIR) was completed under the California Environmental Quality Act. The Mayor submitted the plan to Council in July 2025, transmitting the City Planning Commission's report dated June 10, 2025. The Planning and Land Use Management Committee received the referral, and the Harbor Gateway North Neighborhood Council submitted a Community Impact Statement in August 2025. The committee approved the item on August 26, 2025, and the full Council adopted the plan on September 9, 2025, by a 14-0-1 vote. Council action became final on September 10, 2025, though the file remained subject to reconsideration under Council Rule 51. In September 2026, the Department of City Planning transmitted a follow-up package to the City Clerk — including a main planning report, a supplemental report, and updated zoning code maps (Exhibit E3) — all dated September 1, 2026. The transmittal, signed by planner Ricardo Vazquez on September 3, 2026, notes that the City Attorney will be required to prepare a draft ordinance to implement the plan. This suggests the zoning changes called for by the adopted community plan have not yet been codified in ordinance form.
