Senate Bill 707 amends the California Brown Act, the state's open-meetings law, to require remote public access to government meetings by July 1, 2026. For most city facilities this is manageable, but the Van Nuys Council Chambers presents a specific problem: its audio-visual infrastructure is roughly 30 years old and cannot support remote public participation without a comprehensive overhaul.
