Brief

The Los Angeles Housing Department initiated a matter concerning 610 South Evergreen Avenue (Assessor Parcel 5185-020-012) on September 8, 2026. The file references a previous Council action from 2007 and involves case number 881826. The matter was referred to the Housing Committee on September 10 and is now scheduled for committee consideration on September 16, 2026. Substantive details about the proposed action are not yet available in the file's public record.

Full summary

The Los Angeles Housing Department is asking the City Council to remove 610 South Evergreen Avenue, a three-unit rental property in the 90023 zip code owned by Belen Viramontes and the Belen Viramontes Living Trust, from the Rent Escrow Account Program (REAP). REAP is an enforcement tool that diverts tenant rent payments into a city-held escrow account and imposes rent reductions when a landlord fails to maintain a property in habitable condition. The property was placed into REAP on October 16, 2025, after LAHD's Code Enforcement Division cited 23 violations covering fire warning devices, weatherproofing, general maintenance, electrical systems, plumbing and gas, heating and ventilation, and illegal construction. LAHD is now recommending removal because all cited violations have been corrected and independently verified by the department's Code Enforcement Division. The property owner has also cleared any outstanding utility charges with the Los Angeles Department of Water and Power, and the tenant advocacy contractor Strategic Actions for a Just Economy has provided an advisory opinion confirming the work was completed. If the Council approves the resolution, rent reductions will be terminated and rents restored to their original levels 30 days after LAHD mails tenants a notice of restoration. The REAP recording will be lifted from the property's title at the Los Angeles County Recorder's Office. Escrow funds on hand will be disbursed in priority order: first to cover LAHD administrative fees and penalties, then any outstanding code enforcement fees, then any unpaid rent registration fees under the Rent Stabilization Ordinance, with any remaining balance returned to the landlord. As a condition of removal, the owner must prepay LAHD for two years of annual inspections beyond the standard Systematic Code Enforcement Program fee, and LAHD will conduct an expedited systematic inspection of the property. The file was referred to the Housing Committee on September 10, 2026, and LAHD requested the matter be calendared for the September 30, 2026, City Council meeting. The file is in the 14th District, represented by Council Member Ysabel Jurado. Council approval remains pending.
