Full summary

The Los Angeles Housing Department is asking the City Council to remove the 13-unit apartment building at 12707 West Mitchell Avenue from the Rent Escrow Account Program (REAP) and terminate the rent reductions imposed on its tenants. REAP is a city enforcement tool that cuts rents and diverts them into an escrow account when a landlord fails to maintain a building in habitable condition. The property, owned by 12707 Mitchell Vila B LP, was placed into REAP in July 2025 after inspectors cited 55 violations covering structural hazards, fire protection equipment, sanitation, and general maintenance. All 13 units were subject to the program. Housing Department code inspectors have since determined that all cited violations have been corrected. The property owner has also cleared any outstanding utility charges with the Department of Water and Power, and the Coalition for Economic Survival, a contracted tenant advisory organization, has provided an opinion confirming the work is complete. With those conditions satisfied, LAHD is recommending that the Council formally close the escrow account and end the rent reductions. If the Council adopts the resolution, rents would be restored to their original levels 30 days after LAHD notifies tenants by mail. Escrowed funds would be disbursed in a set order: first to cover LAHD administrative fees and penalties, then any outstanding fees under the municipal housing code, then any unpaid rent registration fees if the property falls under the Rent Stabilization Ordinance, with any remainder returned to the landlord. LAHD would also conduct an expedited follow-up inspection and require the owner to prepay fees for two additional annual inspections as a condition of exit from the program. The file was submitted on May 18, 2026, and referred to Council the following day. It is slated for the Council agenda on May 27, 2026. Council Member Traci Park of the 11th District, in whose district the property sits, was notified directly. No committee action has been recorded as of the last activity date.
