Full summary

The Los Angeles Housing Department is asking the City Council to remove the two-unit rental property at 1554 East 105th Street in Los Angeles (90002) from the Rent Escrow Account Program, known as REAP. The property, owned by David Moreno, was placed into REAP in May 2025 after code inspectors cited 30 violations spanning fire warning devices, sanitation, weatherproofing, electrical systems, plumbing and gas, and heating and ventilation. Under REAP, tenants pay reduced rent into a city-held escrow account rather than to the landlord, creating a financial incentive for owners to complete repairs. LAHD's Code Enforcement Division has independently confirmed that all cited violations have been corrected. The property owner has also settled any outstanding water and electric charges with LADWP, and the Coalition for Economic Survival, a tenant advocacy contractor, provided an advisory opinion confirming the work is complete. With those conditions satisfied, LAHD determined the property meets the requirements under Los Angeles Municipal Code Section 162.08 for removal from the program. The resolution before the Council would formally terminate the rent reductions and close the escrow account. Escrowed funds would first be applied to any outstanding LAHD administrative fees, code enforcement penalties, and unpaid rent registration fees, with any remainder returned to the landlord. Rents would be restored to their pre-REAP levels 30 days after tenants receive written notice. LAHD would also record a certificate with the Los Angeles County Recorder's Office clearing the REAP designation from the property title. As a condition of removal, the owner must prepay LAHD for two years of follow-up annual inspections beyond the standard Systematic Code Enforcement Program fee, and LAHD will conduct an expedited systematic inspection of the property. The file was referred to Council on May 19, 2026, and was anticipated to be heard at the May 27, 2026, Council meeting. No Council vote has yet been recorded.
