Full summary
Councilmember Adrin Nazarian, seconded by Traci Park, introduced this resolution to ban overnight parking of oversized vehicles across dozens of street segments in Council District 2, concentrated around the Whitnall Highway and Burbank Boulevard corridors in the North Hollywood and Valley Village area. Under the adopted measure, vehicles longer than 22 feet or taller than 84 inches are prohibited from parking between 2:00 a.m. and 6:00 a.m. on both sides of the affected streets. The restrictions apply to major corridors as well as short residential blocks, including Whitnall Highway from Cahuenga Boulevard to Oxnard Street, Burbank Boulevard from Cahuenga Boulevard to Colfax Avenue, and roughly two dozen cross streets and side streets in the surrounding neighborhood such as Cartwright, Denny, Riverton, Willowcrest, Satsuma, Cleon, Craner, Camellia, Beck, and others. The resolution directs the Department of Transportation to post tow-away, no-parking signs at all listed locations specifying the restricted hours, and authorizes DOT to make technical corrections to carry out the resolution's intent. No fiscal impact analysis was completed by the City Administrative Officer or Chief Legislative Analyst, and no community impact statements were submitted. The resolution was referred to the Transportation Committee on April 15, 2026. The committee considered it one week later on April 22, approving it with yes votes from councilmembers Hutt, Padilla, and Nazarian; Park and Hernandez were absent. The full Council adopted the resolution on May 1, 2026, by a vote of 11-1-3, and the action became final on May 5. The file is now closed.
