Brief

The City Administrative Officer submitted an ordinance to establish and amend salary schedules for non-represented city job classifications, including Chief Occupational Psychologist and Port Pilot Apprentice positions. The ordinance modifies the Los Angeles Administrative Code Schedule A pay structure for these roles. The Personnel and Hiring Committee approved it on January 23, 2026, and Council adopted the measure 12-0-3 on February 4, 2026. The ordinance became effective February 24, 2026.

Full summary

This ordinance, initiated by the City Administrative Officer, formally adds two newly created job classifications to the city's non-represented salary schedule: Chief Occupational Psychologist (Class Code 2387) and Port Pilot Apprentice (Class Code 5114). Both are non-union positions, and the ordinance amends Schedule A of Section 4.61 of the Los Angeles Administrative Code to establish their official pay rates. Before this ordinance, these classifications existed without formal salary authorization in city code. The salary levels for both positions had already been vetted through the Executive Employee Relations Committee before the file was introduced. That body approved the Chief Occupational Psychologist salary on March 19, 2025, and the Port Pilot Apprentice salary on August 13, 2025. The ordinance also authorizes the City Administrative Officer, if either classification is later assigned to a bargaining unit, to amend the relevant Memorandum of Understanding to reflect the approved salaries. The Controller and CAO are additionally authorized to correct any clerical or technical errors in the ordinance. The CAO reported no new budget impact for fiscal year 2025-26, stating that the cost of filling these positions will be absorbed within existing departmental budgets. The file moved quickly through the legislative process: the Personnel and Hiring Committee unanimously approved it on January 23, 2026, with Councilmembers McOsker, Rodriguez, and Soto-Martinez all voting yes. The full Council adopted the ordinance 12-0-3 on February 4, 2026. The Mayor did not veto it, and the ordinance was published and took effect on February 24, 2026.
