Full summary
The Board of Harbor Commissioners initiated a CPI-based rate increase across a broad range of Port of Los Angeles fee schedules, amending Tariff No. 4 to bring rates in line with the West Region Consumer Price Index for All Urban Consumers (CPI-U). The increases span more than a dozen tariff sections covering dockage, wharfage, free time and wharf demurrage, container crane use, office space occupancy in transit sheds, water and electricity, public landings, commercial fishing vessel fees, and recreational courtesy docks. The adjustment affects fees charged to shipping lines, terminal operators, commercial fishing vessels, and recreational boaters who use Port facilities. Council was asked to concur with the Board's determination that the action is categorically exempt from CEQA review, approve the underlying resolution (No. 25-10625), and adopt an ordinance formally amending the tariff. Council also authorized the Port's Executive Director to execute the amendment and, if necessary, to pursue independent action if the California Association of Port Authorities does not complete its review and approval in a timely manner.
