Brief

The Board of Water and Power Commissioners initiated a request to quitclaim (relinquish) the city's public power facility easement on property at 8333 Airport (APN 4107-017-040) to private entity 8333 Airport, L.P. The Energy and Environment Committee approved the measure in early February, and the City Council adopted it on February 17 with a 12-0-3 vote. The ordinance became effective April 6, 2026, after the Mayor's approval window closed.

Full summary

The Board of Water and Power Commissioners requested that the City of Los Angeles quitclaim (formally surrender) its interest in a portion of a public power utility easement to 8333 Airport, L.P., a California limited partnership. The easement in question is located in unincorporated Los Angeles County and identified as Tract Map 11729, recorded in Book 256, pages 36 and 37. The property owner of record paid a $6,420 processing fee, which goes to DWP's Power Revenue Fund; there is no impact to the City's General Fund. The Board's request was introduced on January 15 and referred to the Energy and Environment Committee alongside reports from the City Attorney and City Administrative Officer. The City determined the action is exempt from California Environmental Quality Act review under CEQA Guidelines Section 15061(b)(3), finding no possibility of significant environmental impact from relinquishing a utility easement. The committee took up the item at its February 3 meeting, where members Nazarian, Raman, and Padilla voted yes (Yaroslavsky and Jurado were absent), and forwarded it to the full Council with a recommendation to adopt both the DWP resolution authorizing the Quitclaim Deed and the accompanying ordinance. The full City Council adopted the ordinance on February 17 by a vote of 12-0-3. The file was transmitted to the Mayor on February 18; the Mayor did not veto it within the required window. The ordinance was published on March 5 with an effective date of April 6, 2026. The matter is now closed and enacted.
