Council adopted the measure on February 17, 2026, and again on April 29, 2026, by a vote of 13-0-2. The ordinance became effective April 5, 2026. The file is now closed following final Council action on May 11, 2026.

Full summary

The Downtown Industrial District Business Improvement District is a property-based assessment mechanism authorized under California's Property and BID Law of 1994. This file renews that district for a seven-year term running from January 1, 2027 through December 31, 2033, allowing property owners within the district to continue funding collective improvements and services through mandatory property assessments. The City Clerk initiated the renewal in January 2026. The fiscal impact is modest for the City directly: assessments on City-owned property within the district total $16,929.76 for the first year, to be paid from the General Fund. However, under Proposition 218, general benefits must be separated from special benefits, and the general benefit portion of the BID's costs is $128,636.60 for the first year. Funding for the first operating year is available in the Business Improvement District Trust Fund 659, but the City will need to budget separately for the general benefit expense in each of the remaining six years of the term. The Economic Development and Jobs Committee reviewed the renewal on February 3, 2026, including an Ordinance of Intention dated January 20, 2026, and approved the package with amendments on a 4-0 vote (with one member absent). The committee also directed the City Attorney, with the City Clerk's assistance, to prepare an enabling ordinance for Council consideration following a required public hearing. Council adopted the ordinance on February 17, 2026, and it was published with an effective date of April 5, 2026. A second Council hearing in April addressed the enabling ordinance. After a brief continuance from April 14 to April 28, Council adopted the matter on April 29, 2026, by a vote of 13-0-2, subject to reconsideration under Council Rule 51. The file was transmitted to the Mayor on May 1, 2026, and final Council action was recorded on May 11, 2026, closing the file.
