The Venice Beach Business Improvement District is a property-based special assessment district covering non-residentially-zoned parcels roughly bounded by the Los Angeles-Santa Monica city line to the north, the Pacific Ocean to the west, Venice Boulevard to the south, and an irregular eastern boundary where commercial, industrial, and open-space zoning gives way to residential. Originally established in August 2021 under Ordinance No. 187130, the district is being renewed for a nine-year term running through 2035. Assessments are levied on property owners within the district to fund economic development, neighborhood beautification, and other local services. The motion cited these existing benefits as justification for renewal, noting that any City Clerk costs associated with processing the renewal would be covered by the BID itself rather than the General Fund. The renewal process followed state law requirements under the Property and Business Improvement District Law of 1994, including the preparation and adoption of a Revised Management District Plan and a Revised Engineer's Report. The Economic Development and Jobs Committee, in approving the item unanimously on April 21, 2026, directed the City Attorney and City Clerk to prepare an enabling ordinance for Council consideration after a required public hearing. On the fiscal side, the City Clerk reported that assessments on City-owned property within the district will total approximately $577,986 in the first year, to be paid from the General Fund via the Business Improvement District Trust Fund 659. An additional $50,017 represents the general benefit portion required under Proposition 218 to be separated from special benefit assessments and funded annually from non-assessment sources for the duration of the nine-year term. Councilmember Traci Park introduced the initial motion on February 10, 2026, with Councilmember Monica Rodriguez as second. Council adopted the motion as amended on February 17. Following the City Clerk's formal report in April and unanimous committee approval, the full Council voted 14–0–1 on May 5, 2026, to adopt the ordinance. The Mayor received the file on May 6, and the ordinance was published on May 22 with an effective date of June 22, 2026.
