Full summary
The Bureau of Engineering submitted this ordinance to formally release the City's interest in a portion of a 30-foot-wide sanitary sewer easement at 9618 West Arrowood Drive in Council District 5. The easement was originally dedicated in 1948 via tract map and recorded with the Los Angeles County Recorder, but no sewer infrastructure was ever built within it. Petitioner Anita Shabaz, representing property owner Ben Bennett, applied in May 2025 to have the easement quitclaimed so the property can be developed. The Bureau of Engineering determined the release was appropriate because the easement area is unused and no longer necessary for public sewer purposes. Before the report was transmitted to Council, the Bureau's West Los Angeles District Office, its Clean Water Division, and its Wastewater Conveyance Engineering Division all reviewed the request and raised no objections. Council District 5 also confirmed it had no objection in December 2025. The petitioner was required to pay a processing fee of $7,075.91 and to arrange payment of the deed recording fee with the Bureau's Real Estate Group as a condition of approval. The Bureau concluded that the action is categorically exempt from California Environmental Quality Act review. The file was transmitted to the Public Works Committee in March 2026 and moved through Council under the accelerated procedure, which is used for routine, uncontested property matters. Council adopted the ordinance on April 29, 2026, by a vote of 13-0-2. The Mayor signed it by the May 11 deadline, the ordinance was published on May 12, and it took effect on June 21, 2026. The Bureau of Engineering's Real Estate Division is responsible for recording and delivering the quitclaim deed to the parties legally entitled to it.
