The Los Angeles Department of Water and Power and the Los Angeles Water and Power Dispatchers Association reached agreement on a successor labor contract for the Load Dispatchers Unit (MOU 44), covering the period January 1, 2026, through September 30, 2030. The agreement was negotiated in accordance with instructions from the Executive Employee Relations Committee and codifies terms for Load Dispatchers and Senior Load Dispatchers employed by LADWP. The key compensation provisions include annual cost-of-living adjustments tied to the Consumer Price Index for Urban Wage Earners and Clerical Workers, with increases no less than 2.5% and no greater than 5.5% each October. On top of the COLA, the agreement provides targeted base wage increases of 8% in January 2026 and 2% in October 2026 in exchange for expanded duties incorporated into job description records. Longevity pay improves from 2.5% of base wage to a flat $7,500 annually for employees with 20 or more years of service in the Load Dispatcher class series. Employees not enrolled in the enhanced health care plan continue to receive an annual taxable cash payment of $2,500. LADWP will also contribute $150 per month to the deferred compensation accounts of bargaining unit members covered under Tier 2 of the Water and Power Employees Retirement Plan. All costs under the agreement are borne entirely by LADWP and will not affect the City's General Fund. The City Administrative Officer estimated the total fiscal impact at approximately $1.1 million over the life of the contract. The Board of Water and Power Commissioners submitted the agreement on March 24, 2026. City Administrative Officer Matthew W. Szabo reviewed and endorsed the MOU on March 31, 2026, recommending approval and authorizing LADWP to correct any clerical or technical errors following Council action. The Personnel and Hiring Committee approved the item on April 24, 2026, and the full Council adopted it on May 6, 2026, by a vote of 14-0-1. The action became final on May 8, 2026, and the contract is now in effect.
