3842 and 3852 West Roble Vista Drive / Haul Route Appeal
Council File 26-0516-S1
Brief
Lazaros Papademetropoulos filed an appeal challenging a haul route determination for properties at 3842 and 3852 West Roble Vista Drive, associated with environmental case ENV-2025-3598-SE. The Planning and Land Use Management Committee waived consideration on April 24, and Council voted 14-0-1 on May 5 to adopt the appeal, upholding the original haul route decision. The matter is now closed.
Full summary
This file concerns an appeal of a Board of Building and Safety Commissioners decision approving a haul route to export 23,000 cubic yards of earth from a proposed multi-unit residential development at 3842 and 3852 West Roble Vista Drive. The underlying project calls for 27 apartment units plus two Accessory Dwelling Units across four structures — a 3-story 6-unit building, a 4-story 9-unit building, a 4-story 12-unit building with subterranean parking, and a 2-story 2-unit ADU — along with shoring and retaining walls. Three of the 29 total units are reserved for very-low-income households. Lazaros Papademetropoulos AIA filed this appeal challenging that haul route approval; a separate appeal by Eric Zimmerman was filed concurrently under the related file CF 26-0516. The Board of Building and Safety Commissioners had also approved a statutory exemption from the California Environmental Quality Act (CEQA) under Public Resource Code Section 21080.66 (Case No. ENV-2025-3598-SE) as the environmental clearance for the project. Both the haul route approval and the CEQA exemption were at issue in the appeals. The appeal was referred to the Planning and Land Use Management Committee on April 16, 2026, but the committee waived consideration on April 24, sending the matter directly to full Council. On May 5, Councilmember Nithya Raman, seconded by Councilmember Blumenfield, moved to deny both appeals and sustain the Board's determinations — while amending the conditions of approval. The modification replaced a requirement for a pedestrian crossing guard with a requirement for two flag attendants: one at the project site entrance and one at the intersection of Los Feliz Boulevard and Griffith Park Boulevard. Additional flag attendants may be required by city departments if traffic impacts exceed anticipated levels or if hazardous conditions arise. Council adopted the motion 14-0-1, confirming the CEQA exemption, upholding the haul route approval, and applying the modified traffic safety conditions. The file is now closed.
