Full summary

Councilmember Katy Yaroslavsky introduced this motion, seconded by Hugo Soto-Martínez, in response to a proposal from the Wilshire Boulevard Improvement Committee to create a Business Improvement District along Wilshire Boulevard from San Vicente to La Brea Avenue in the Miracle Mile neighborhood. The district is intended to provide a dedicated funding mechanism for maintenance and improvement programs in the corridor, with the goal of strengthening the local economy by enhancing the central business district. The motion directed the City Clerk to begin the formal BID formation process and authorized several specific financial actions. Up to $20,000 from the existing BID Trust Fund No. 659 was allocated for professional consulting services, covering tasks such as stakeholder interviews, community meetings, and nonprofit service provider creation as needed. In addition, the City Clerk was authorized to accept $60,000 in outside contributions toward the consultant study: $20,000 from County Supervisor Holly Mitchell, and $10,000 each from Jade Enterprises, CIM Group, Onyx Tower LLC, and Au Zone Investments #2, LP. The City Clerk was also authorized to issue a Request for Proposals and award a consulting contract of up to $80,000 to manage the full BID establishment process. The motion moved quickly through the Council with no committee referral recorded. Introduced on April 14, 2026, it was scheduled and adopted by a 13-0-2 vote on April 21. The file was transmitted to the Mayor the following day and received final mayoral action on May 4, 2026. This motion initiates the formation process; actual establishment of the BID as an assessed district will require additional steps including property owner petitions and a formal assessment hearing.
