Brief

The Board of Transportation Commissioners initiated creation of Parking District No. 342 to serve the Chavez Ravine community in Council District 1. The proposal moved through the Transportation Committee on April 22 and reached full Council on May 1, 2026, where it passed 10-0 with 5 abstentions. Council action became final on May 5, 2026.

Full summary

Preferential Parking District No. 342 was established for the Chavez Ravine community in Council District 1 in response to non-residents parking in residential areas and causing adverse parking impacts on local blocks. The district covers residential portions of Stadium Way and several intersecting streets including Curtis Street, Lookout Drive, Bernard Street, and the Coronel Street network, running between the 110 Freeway and the northern end of the neighborhood. The Council authorized a range of parking restrictions for streets within the district, all of which exempt vehicles displaying a District No. 342 permit. Depending on the specific block, restrictions include combinations of two-hour daytime parking limits, overnight no-parking rules, and daytime no-parking restrictions. The Department of Transportation was directed to begin selling permits to residents and to post or remove signs on the designated street segments. Notably, residents on any given block can also trigger installation or removal of restrictions without further Council action by submitting petitions signed by at least 75 percent of dwelling units covering more than 50 percent of the developed street frontage. The Board of Transportation Commissioners initiated the matter on April 9, 2026. It was referred to the Transportation Committee, which approved it on April 22 with yes votes from Council Members Hutt, Padilla, and Nazarian. The full Council adopted the resolution 10-0 on May 1, 2026, with five members not voting, and the action became final on May 5. The DOT reports that permit revenue will cover the cost of running the district, and any parking fines collected go into the General Fund. The file is now closed.
