Councilmember Imelda Padilla, seconded by Monica Rodriguez, moved on May 13, 2026 to transfer nearly $5.9 million in combined funding to the General Services Fund to cover construction of Phase III C of the Cesar Chavez Recreation Complex, also known as Sheldon Arleta Park. The project scope includes a baseball field, children's play area, prefabricated restroom/office/storage building, and a picnic area with canopy, landscaping, and irrigation. Because the site was previously used for purposes that left methane in the ground, the design-build project will also incorporate methane mitigation measures. The funding comes from two sources. The larger share, $5,367,401.50, is drawn from MICLA Fund No. 298-50 and allocated to the General Services Fund for construction salaries, hiring hall costs, benefits, and materials. An additional $500,000 comes from Proposition K's 8th cycle competitive funding, which was previously awarded to this project, and covers Stormwater Pollution Prevention Plan services, electrical design, and related scope costs. The motion also authorizes the General Services Department and the City Administrative Officer to make any technical corrections needed to carry out the fund transfers. The interagency structure for the project was established in March 2025, when the Board of Recreation and Park Commissioners approved a Memorandum of Understanding among the Department of Recreation and Parks, the Department of General Services, and the Bureau of Engineering. Under that MOU, GSD handles construction services and the Bureau of Engineering provides construction management. The Bureau of Engineering recommended the expedited fund transfer to GSD to keep the project on schedule. The Council voted 15-0 to adopt the motion on May 19, 2026. The City Clerk transmitted the file to the Mayor the following day, with a signature deadline of June 1, 2026.
