When the Encino Avenue Pedestrian Overcrossing over US Route 101 was demolished in 2022 to correct a nonstandard vertical clearance problem, it was never replaced. California's 2021 Budget Act appropriated $2,300,000 to fund alternate bicycle and pedestrian routes in response. Caltrans used $521,000 of that total to complete sidewalk and curb ramp construction on the south side of Killion Street, along with fencing. With that Caltrans-managed work finished, the remaining $1,779,000 became available for the City to direct toward additional improvements in the area. Councilmember Nithya Raman, seconded by Bob Blumenfield, moved to authorize the Bureau of Street Services to accept that $1,779,000 and execute a Funding Transfer Agreement with Caltrans. Under the agreement, the funds would be transferred to the City as an advanced lump sum. The money is earmarked for street safety and active transportation improvements in the corridor bounded by White Oak Avenue, Oxnard Street, Balboa Boulevard, and Ventura Boulevard. Planned improvements include protected bike lanes, sidewalks, fencing, and landscaping. The motion went directly from introduction to a Council vote without referral to committee.
