Alexandria Avenue / Melrose Avenue / Lighting District
Council File 26-0900-S3
Under review — the city approved a street lighting maintenance district for two parcels on Alexandria and Melrose Avenues in May, but pulled it back for reconsideration in August. Final action is scheduled for September 15 after ballot results are formally presented to Council.
Brief
The Bureau of Street Lighting initiated this measure to establish a lighting district for Alexandria Avenue and Melrose Avenue. Council adopted the ordinance on May 12, 2026 by a 13-0-2 vote, and it became effective May 28, 2026. The file has since been subject to reconsideration motions, with Council continuing hearings through August 2026 and scheduling ordinance presentation for September 15, 2026.
Full summary
The Bureau of Street Lighting submitted this matter on January 27, 2026, to establish a Street Lighting Maintenance Assessment District for Alexandria Avenue and Melrose Avenue. The district covers just two parcels, both owned by Alexandria Associates LLC (John W. Simonse), and would impose an annual maintenance assessment of $453.10 per parcel, for a combined total of $906.20 per year. As required by Proposition 218, the City notified affected property owners and conducted a weighted ballot proceeding, in which property owners vote in proportion to their assessment amount. The ballot results, certified by City Clerk Patrice Y. Lattimore on August 20, 2026, showed unanimous support: both ballots were cast in favor, representing 100 percent of the weighted assessment value. No protests were filed and no ballots were challenged. Based on these results, the City Clerk recommended that Council deny any protests, confirm the assessments, and adopt the ordinance levying the assessments and ordering maintenance of the lighting system. Council initially adopted the measure on May 12, 2026, and the ordinance took effect May 28, 2026. However, the file was pulled back for reconsideration under Council Rule 51. Councilmembers Eunisses Hernandez (1st District) and Nithya Raman (4th District) moved on August 12, 2026, to reconsider this file along with a batch of similar lighting district files from the August 11 Council meeting. Council held subsequent hearings on August 11 and August 18, voting 13-0-2 on August 18 and scheduling the ordinance for formal presentation on September 15, 2026. The City Clerk's ballot tabulation report was referred back to Council on August 21, 2026, setting the stage for final action at the September hearing.
