The Bureau of Street Lighting initiated this file to create a new street lighting maintenance assessment district on Bryant Street near its intersection with Eton Avenue in Canoga Park (Council District 3). The district covers a single streetlight on Bryant Street between 23 and 127 feet east of the Eton Avenue centerline, installed as part of a private development project. All costs for operating and maintaining the lighting system are to be paid entirely through annual property assessments on the four benefiting parcels — no city general funds are involved. The four affected properties are all single-family residences on Bryant Street. Their annual assessments, calculated using the Bureau's Proposition 218-compliant methodology based on lot size, land use, and proximity to the light, range from $152.43 to $177.84 per parcel, for a total district assessment of $635.13 per year. All four parcels fall in Benefit Zone 2, which covers modern lighting systems on residential streets at a base rate of $101.62 per equivalent dwelling unit. The assessment may increase annually by no more than the Los Angeles-area Consumer Price Index without a new property owner ballot.
