Full summary
The Bureau of Street Lighting, initiated this file to create a formal street lighting maintenance assessment district covering a small stretch of Dempsey Avenue from Vincennes Street heading south, and Vincennes Street between Dempsey Avenue and Haskell Avenue, in Council District 12. The district was triggered by a private development project at 9375 Haskell Avenue and covers three streetlights serving a single parcel — a single-family residential lot of roughly 0.78 acres owned by the Edmond Manouchehri Trust. The annual assessment for the one affected parcel is $251.51, replacing a prior existing assessment of $288.68. The assessment is calculated using the Bureau's standard methodology, which weighs land use, lot size, and proximity to streetlights to assign an Equivalent Dwelling Unit value, then applies a benefit zone rate and adjustment factors. This parcel falls in Benefit Zone 2, covering modern lighting systems on residential streets, at a rate of $101.62 per EDU, with a corner lot shape factor of 1.1 applied. The total estimated annual cost to operate the district is $252, covering electric energy ($109), maintenance ($101), and incidentals ($41), with no public subsidy — all costs charged to the benefiting property per Proposition 218 requirements. Future annual assessments may increase by up to the Los Angeles-area Consumer Price Index without a new property owner vote. Under Proposition 218, the Bureau was required to mail notice and an assessment ballot to the property owner before the City Council could confirm and levy the assessment. If the weighted yes votes equaled or exceeded no votes, the Council could adopt a final ordinance levying the assessment; a majority of weighted no votes would have required abandonment of the district and removal of the lighting system. The Bureau of Street Lighting submitted its report and Engineer's Report in February 2026, and the file was referred to Council in March. Council adopted the ordinance on May 12, 2026 by a vote of 14-0-1. The ordinance was transmitted to the Mayor on May 13, published, and took effect on May 28, 2026.
