LADOT is recommending creation of Preferential Parking District No. 333 in the Park Mesa Heights neighborhood of Council District 8, covering a roughly rectangular area bounded by Slauson Avenue to the north, West Boulevard to the east, 64th Street to the south, and Verdun Avenue to the west. The proposal responds to residents' complaints about chronic parking overcrowding driven by increased housing density, spillover from nearby commercial facilities including a care center, and long-term vehicle storage by non-residents. Residents reported blocked driveways, interrupted sanitation service, and vandalism linked to the parking situation. Councilmember Marqueece Harris-Dawson formally requested the district in September 2021. LADOT verified that residents on at least six blocks submitted qualifying petitions signed by more than 75 percent of dwelling units covering more than 50 percent of developed street frontage, meeting the threshold required under City Council rules. A parking occupancy study conducted in December 2022 confirmed that at least four blocks within the proposed area had 85 percent or more of their legal on-street spaces occupied during the study period, satisfying the second eligibility criterion.
