The Department of General Services (GSD) is seeking Council authorization to sign a new lease with In 2 Hair, Inc., doing business as Sager French For Hair, for a 1,441-square-foot ground-floor retail space inside a City-owned parking structure (Lot 703) at 123 South Robertson Boulevard in Council District 5. The salon has operated at this location since 2017, when it was selected through a competitive Request for Proposals process run by the Los Angeles Department of Transportation (LADOT), which operates the parking facility. The proposed lease runs 61 months retroactively from April 1, 2026 through April 30, 2031, with one five-year extension option covering May 2031 through April 2036. The key financial terms include a starting monthly rent of $4,430.62, or roughly $3.07 per square foot, with 3% annual increases throughout the initial term. A market analysis found comparable Robertson Boulevard retail spaces leasing between $3.00 and $3.95 per square foot per month, putting the proposed rate within the market range. The tenant receives one and a half months of rent abatement covering August 2026 and half of September 2026. If the extension option is exercised, rent resets to no less than 105% of the final-month rate from the initial term and continues escalating at 3% annually. Any holdover tenancy after either term expires would be charged at 125% of the then-current rent.
