The Department of Recreation and Parks (RAP), under direction from the L.A. for Kids Steering Committee, is seeking City Council authorization to submit two work plans to the LA County Regional Park and Open Space District (RPOSD) under the Measure A Annual Allocation Grant Program. The two projects total $4,630,000 in requested grant funding and cover Council Districts 2 and 6. The first project, Whitsett Fields Soccer Fields Design (CD 2), requests $3,730,000 to develop planning and design documentation for converting existing ballfields at 6952 Whitsett Avenue in North Hollywood into soccer fields, including sports lighting, parking lot improvements, restroom upgrades, and related enhancements. The second project, Lake Balboa Edge Design (CD 6), requests $900,000 to develop a comprehensive repair and upgrade plan for the pathways and shoreline surrounding Lake Balboa in the Sepulveda Basin. Both grants carry a five-year performance period from the date a Notice to Proceed is issued. If Council adopts the recommendations, RAP's General Manager would be authorized to accept the grant funds if awarded, negotiate and execute all necessary grant documents, and establish the required accounts within the Measure A Projects and Programs Fund (Fund No. 63T). No General Fund match is required, as Measure A Category 1 and 2 Annual Allocation grants are match-free. A full CEQA determination will come back to the Board when final plans are submitted for approval; the current action — authorizing work plan submission — does not by itself trigger environmental review. The Board of Recreation and Park Commissioners approved the underlying RAP report on August 20, 2026, and the L.A. for Kids Steering Committee, chaired by City Administrative Officer Matthew W. Szabo, endorsed the recommendations at its August 27, 2026 meeting. The file was introduced to Council the same day and initially referred to the Arts, Parks, Libraries, and Community Enrichment Committee and the Budget and Finance Committee. On August 28, the City Clerk re-referred the item to the Arts, Parks, and City Facilities Committee pursuant to Council File No. 26-2000, a procedural realignment of committee jurisdiction. The Arts, Parks, and City Facilities Committee scheduled the item for its September 16, 2026 meeting. The file remains pending before both that committee and the Budget and Finance Committee.
