The motion explicitly builds on two prior Council Files. In FY 2023-24, Council File 23-1429 produced a citywide vacancy assessment. In FY 2025-26, Council File 25-0660 established the Expedited Transfer Process and Portal, which allows the City to move existing employees into open positions more quickly than standard hiring procedures, with reports tracking applications, referrals, and completed transfers. This motion aims to consolidate and standardize those reporting streams into a durable, ongoing set of metrics the Council can track year over year. The Personnel and Hiring Committee scheduled the item on September 4 and approved it at its September 9, 2026 meeting. The motion now moves to the full Council for a vote. With an expiration date of September 2028, there is substantial time for Council adoption and for the monthly reporting cadence to be established.
